ملخص:
عرفت الجزائر خلال التسعينات أزمة متعددة الجوانب كادت تهدد وجود كيان الدولة، تمثلت في هيمنة المؤسسة العسكرية في مختلف جوانبها، ودورها المحوري في التحكم في الحياة السياسية للبلاد، من خلال تحديد دور الجيش الوطنـي الشعبـي في الدفاع الوطنـي وحماية السيادة والاستقلال الوطنيين وضمان الوحدة الترابية للبلاد من طرف المشرع الدستوري الجزائري، مما انعكس على الاستقرار السياسي داخل البلاد. أما النظام السياسي المغربي، وبالرغم من خضوعه للحماية الفرنسية التـي تختلف اصطلاحا وواقعيا عن الاستعمار، فقد شهد مجموعة من التحولات الاجتماعية والاقتصادية والسياسية والثقافية، والتـي كان لها أكبر الأثر على مجموعة من الأصعدة عموما، وعلى استقرار النظام السياسي خصوصا.

Abstract:
During the 1990s, Algeria experienced a multifaceted crisis that almost threatened the existence of the state entity. It was the dominance of the military establishment in all its aspects and its pivotal role in controlling the political life of the country by defining the role of the national popular army in national defense, protecting national sovereignty and independence, By the Algerian constitutional legislator, which reflected on political stability within the country. The Moroccan political system, although subject to French protection, which differs from colonialism and realism, witnessed a series of social, economic, political and cultural transformations, which had the greatest impact on a variety of levels in general and on the stability of the political system in particular.
