The reaction of the Moroccan state and its institutions to the protest demands of Gen Z 212 movement

الملخص:
تتناول هذه الدراسة موضوع تفاعل الدولة المغربية ومؤسساتها مع المطالب الاحتجاجية لحركة جيل زيد 212، من خلال محاولة الإجابة عن إشكالية مركزية تتمثل في طبيعة استجابة الدولة المغربية ومؤسساتها لمطالب حركة جيل زيد 212. وقد اعتمدت الدراسة المنهج الوصفي التحليلي والمنهج النظمي. وتوصلت إلى أن مطالب حركة جيل زيد في المغرب كانت في معظمها مطالب اجتماعية تهم بالدرجة الأولى قطاعي الصحة والتعليم، وبدجة ثانية الشغل والإسكان والحكامة ومحاربة الفساد، بالإضافة إلى مطالب سياسية استعجالية. وقد تميزت ردود فعل الدولة المغربية ومؤسساتها من هذه المطالب بالاستجابة لبعضها من خلال القيام بزيارات ميدانية، وإقالة بعض المسؤولين، ورفع ميزانية قطاعي الصحة والتعليم في قانون المالية لسنة 2026، والإعلان عن قرب تدشين مؤسسات صحية واستشفائية جديدة، وفتح المجال أمام الشباب للمشاركة السياسية بحرية من خلال تمكينهم من الترشح للانتخابات ضمن لوائح انتخابية مستقلة. بالإضافة إلى توجه الحكومة وسعيها نحو تحقيق العدالة المجالية من خلال الاهتمام بالمناطق الجبلية والهامشية كما أكد على ذلك الخطاب الملكي. وتوصي هذه الدراسة بإيلاء مزيد من الاهتمام بقطاعات الصحة والتعليم، وبضرورة تقوية الأحزاب السياسية والنقابات، وتمكين الشباب من المشاركة السياسية بشكل مستقل، واستكمال تفعيل المجلس الاستشاري للشباب والعمل الجمعوي. بالإضافة إلى ضرورة انخراط الحكومة بشكل أكثر فعالية لتحقيق العدالة المجالية ومحاربة الفساد.

Abstract
This study examines the response of the Moroccan state and its institutions to the “Generation Z 212” protest movement, by addressing a central issue: the nature of the Moroccan state’s and its institutions’ response to the demands of the “Generation Z 212” movement. The study adopted a descriptive-analytical approach and a system approach. It concluded that the demands of the Generation Z 212 movement in Morocco were mostly of a social nature, relating primarily to the health and education sectors, and secondarily to employment, housing, good governance, and the fight against corruption, in addition to urgent political demands. The Moroccan state and its institutions responded to these demands by addressing some of them. Through field visits, dismissing certain officials, increasing the budget for the health and education sectors in the finance law 2026, announcing the imminent opening of new health and medical facilities, and opening the door for young people to participate freely in political life by enabling them to run for office on independent electoral lists. In addition, the government sought to achieve spatial justice by focusing on mountainous and marginalized regions, as emphasized in the royal speech. This study recommends paying greater attention to the health and education sectors, strengthening political parties and labor unions, enabling young people to participate independently in political life, and completing the activation of the Youth Advisory Council and community work. Furthermore, the government must engage more effectively to achieve spatial justice and combat corruption.
