ملخص:
تعد آليات العدالة الانتقالية مدخل لتفكيك مظاهر السلطوية والحروب الأهلية وشتى أنواع المظالم في الماضي، من خلال قراءته وتوضيحه وكشف حقيقة الانتهاكات الخطيرة لحقوق الإنسان. وتقديم مجموعة من التدابير الإجرائية للعدالة الانتقالية لضحايا الانتهاكات، لترسيخ القيم الأخلاقية للمصالحة الوطنية. وذلك، بعد تقديم وتأهيل الضحايا من خلال برامج التعويضات المادية والمعنوية، وتعد بذلك التعويضات الرمزية – الاعتذار كقيمة إنسانية تقدم للضحايا من لدن الدولة في شخص رئيسها. غير أن هذه القيمة الرمزية، عرفت نقاشات واسعة على مستوى لجان الحقيقة والمصالحة.
